Leadership
We strive to provide God-fearing and people-focused authentic leadership that is committed to improving the well-being of the Rai Coast people.
Vision
We now have our vision documented into an aligned 10-year strategic plan 2023 – 2032. Our shared-vision captures the inclusive voices and aspirations of all.
Capacity
Building the district’s institutional capacity for better governance and effective implementation of our strategic plans for a progressive growth and service centre.
Connectivity
We focus on infrastructure development to support economic growth and connectivity. We build basic roads, bridges, airstrips, transportation, jetties, water and sanitation, and digital connectivity.
Education
We build education infrastructure and institutions and support delivery of quality education, and skilled and productive human capital through early childhood, primary, secondary and TVET education.
Health
We build health infrastructure, provide support services and skills and training and partner with Madang PHA to provide primary healthcare that is physically and economically accessible by all.
Policing
We restore and maintain effective policing, law enforcement, including judiciary services and proactively promote inclusive and peaceful communities.
Agriculture
We promote food security, invest to increase cash crop and livestock production and market access for our people as we embrace sustainable land management practices.
Clean Energy
Our projects include both off-grid home solar systems and decarbonizing the district by moving to hybrid mini-grid systems for main service centres and major commercial use.
Housing
Our housing program has 3 components – institutional houses, home ownership scheme for public servants and our ‘Village Housing’ project to improve village rural housing.
Youth & Sports
We include youth for the development of active and responsible citizenship. We invest in sports as a tool for integral human development, peace and societal well-being.
Women
We implement targeted programs for the empowerment of women and girls and relieve the unimaginable hardships faced by women in rural PNG, like Rai Coast District.
Churches
We work in partnership with and assist Churches for integral human development based on Biblical Laws & principles, and for building peaceful and sustainable communities.
Tourism
We strive to develop niche tourism products using our strategic assets like the Finisterre Ranges, WWII heritage, beautiful islands and coastlands and our unique culture & traditions.
Entrepreneurship
We empower our people to establish MSMEs, commercial agriculture and fisheries, innovation and creativity and monetization of strategic assets for village-based tourism ventures.
Partnerships
We pursue strategic partnerships with government agencies, development partners, civil society organizations and the private sector to implement our plans.
Special Economic Zone
Work in partnership with National Government and developers to build upon Basamuk facilities for downstream processing metals, and the establishment of an SEZ.
Labour Mobility
We collaborate to engage our youth in basic skills training and participation in labour mobility schemes such as the PALM and RESI schemes of Australia and New Zealand.
Our Humble Journey
Rai Coast district is categorized as a least-developed area, falling under GoPNG’s Category D “red alert” due to its remoteness and inadequate access to essential services and infrastructure. However, following the election of Honorable Kessy Sawang as the Member of Parliament in 2022, the district has initiated a transformative journey towards restoring fundamental services.

Hon. Kessy Sawang, MP
The Rai Coast people made a historic choice in 2022 by electing Hon. Sawang as their first female Member of Parliament. As the Chairlady of the Rai Coast DDA Board, she leads a collective local leadership with passion in driving progress in the District. She also serves as Minister for Labour & Employment in the Marape-Rosso Government [2022-2027]. Hon. Sawang is a social leader committed to empowering youth, women, and driving rural transformation efforts.

Leadership Team
Mr. Hans Tanguri, the District Administrator of Rai Coast District and CEO of RCDDA, leads the Administration leadership comprising Sectoral Program Managers. The DDA Board includes the Presidents of our 4 Local-level Governments – Astrolabe Bay, Nahu Rawa, Nayudo, and Rai Coast (Saidor).
